Basic Function & Scope
Reviewing EPC contractor’s construction planning and scheduling to verify that these are in accordance with and capable of delivering the project within the project requirements.
Direct & supervise a team of project construction engineers and inspectors.
Ensure that the overall project construction quality and safety is achieved while maintaining the project schedule and budget.
Manage the construction contractor and Provide direction to construction team/subordinates.
Provide constructability and safety input into the engineering and design.
Ensure contractor’s adherence to the engineering standards and.

Commissioning Engineer (India Based)

QSTec is a joint venture between Qatar Foundation, SolarWorld AG and the Qatar Development Bank and will produce 3,600 tons per year of polysilicon for export to the world solar energy markets.The Commissioning Engineer is responsible for the pre-commissioning, commissioning and start-up of all process plant and equipment associated with petrochemicals. The Commissioning Engineer participates in screenings, studies and operation write-ups, in addition to operation assistance, trouble shooting and client operation training.
Essential Duties & Responsibilities:
Oversees completion of multi-discipline division of work related to pre-commissioning or commissioning on projects.
Responsible for supporting and supervision the Commissioning Team on projects. .
Provides multi-discipline input into the scheduling, designing and planning of projects. In addition, the Commissioning Engineer also develops multi-discipline commissioning strategy documents for projects.
Reviewing, approving and overseeing the installation and design of minor temporary commissioning supplies and systems.
Review and approve all multi-discipline commissioning processes to ensure they are compliant with the procedures, specifications and standards of the project.
Ensure that all commissioning procedures follow all appropriate safety practices and procedures.
Participates in all project and company safety programs. In addition, the Commissioning Engineer must audit commissioning activities on regularly to ensure compliance with environmental, quality, and safety requirements.
Communicates with the project engineering office in order to make sure that the applicable fabrication drawings are created in accordance with all commissioning requirements.
Responsible for regularly monitoring and reporting commissioning progress.
Basic Qualifications
Education, Experience, & Certifications:
Bachelor’s Degree in Chemical Technology Process Technique.
Has a worldwide experience in operation and process design within the oil and gas industry.
Experience in applying HSE-standards, leading a start-up and commissioning team and with operation classroom training.
Able to maintain HSE consistence onsite and possesses good communication and people skills, in addition to their willingness to travel.

TASKS PERFORMED

Scrutinizes and negotiates letter of credit & avalised draft orders with banks and customers, including all related amendments, extensions and terminations as per company policy

Prepares all the required documents for all types of Orders and dispatch them to the Customer/Bank/Offices/Agents as per the requirement.

Follows up the implementation of accepted Letter of Credit terms, providing proper interpretation and guidance to all in the Group & Global Marketing Network.

Scrutinizes each order for all the products with the contractual condition and obligations before authorization of shipment.
