Job Description:
1) Their client in the Middle East is looking for Senior Cost Engineers to join their team Offshore in the Middle East region. If you would like to become a key member of a team that faces strong technical challenges and you have experience as a Senior Cost Engineers in the Oil & Gas sector then this would be an excellent opportunity for an experienced individual.
2) Familiar with both Project and Corporate contract and finance procedures for contract management and control Knowledge of computer based cost and planning tools, Excel, Access, Microsoft Office, MS Project or equivalent packages
3) Familiar with cost probabilistic and associated software such at Risk, Crystal ball etc Familiar with the study requirements during early phase of project development
4) Ability to work without supervision
5) Ability to initiate and promote the discipline of cost engineering
6) Ability to assist in management reviews of existing projects
7) Ability to create/update cost and planning estimating/control methods and procedures to reflect the latest engineering and project execution philosophies

Experience: 10+ Years
Education: Bachelors Degree
Responsibilities:
1) To provide a full Cost Engineering, Work Management, Analysis and Cost Control guidance.
2) Develop and maintain Cost Reporting System using an integrated cost control set up.
3) Develop and maintain all Cost Reports Develop detailed bottom up cost estimates to assist the assessment of forecasting Produce expenditure phasing by each department Execute Cost Control for both Contract and in house management costs.
4) Implementation and maintenance of the change control system to keep track of any cost or schedule impact caused by deviation trends, potential change notices and/or variation orders
5) Produce analysis comparison reports Carry out cost Risk Analysis and management reserve utilization (contingency)
6) Development of cost packages
7) estimates and annual budgets
8) Control Contractors reimbursable manpower and all related services
9) To ensure all contractors invoices are verified before submission for payment and are fully in compliance with administrative contractual requirements
10) Support Project Engineers in developing estimates and contracts cost control
11) To provide services including assistance during contract preparation, bid evaluation, contract administration and verification of contractual payments.
